As we know the idea of Town-twinning was born shortly after the end of the Second World War, when the peoples of Europe recognized that it was time to find solutions to realise the need for mutual reconciliation and cooperation between neighbours that have suffered the conflict and that they were looking for the means to rebuild the peace. After fifty years, town-twinning process has grown into a movement linking municipalities in several European Countries, supported by the European Commission welcoming particularly projects submitted by smaller towns or villages involving for example young people and women. From this point of view following the Council Decision establishing the Community Action Programme to promote active European citizenship (civic participation) the Municipality of Polesella - already twinned with the Municipality of Lucenec (Slovakia) - in seen of "2007 Year of Equal Opportunity for All" has thought to promote a Thematic Conference involving different twinned municipalities of Europe.
The idea is:
- to sustain the engagement of people of twinned municipalities concerning Thematic Policy of E.U. as Equal Opportunity;
- developing of networks and co-operation among twinned municipalities;
- to evaluate the impact of the action on the target groups(people, women in particular). and exchanging experience and good practice concerning the Town-twinning and the Equal Opportunity on the partners involved;
- to give visibility of the action and evaluating consequently the multiplier effects. Basic element to degree an effective condition of success to follow up and carry on other actions after the end of the project.
The project of thematic conference in Polesella born from:
- the aim at raising awareness of European Policy concerning Equal Opportunity, also in previson of 2007 European Year of Equal Opportunity for All;
- the wish to spread the capacity of Municipalities from Polesine-Italy to become active parties to promote the Town-Twinning Process on territory, talking about European Topic Policies in cooperation with other partners from E.U Countries and candidates.
To this end the conference programme should engage participants interested to dialogue about the Equal Opportunity Policy that from the European Institutional Level, get down consequently to the Local Public Administrations likes the Municipalities, that on the Town-Twinning have found a channel of contact and exchange.
Specific Objectives of this proposal of Thematic Conference want to be:
- To involve citizens in reflection and discussion with the Local public Administrators(Target Group) of Twinned Municipalities about an important topic subject of construction of European Union as the Equal Opportunity;

- To increase and sustaining the exchanges between citizens, public administrators and politicians of Local entities in E.U.;
- To promote and disseminate the values and objectives of The European Union, through the networks between local authorities(Town-Twinning), focusing attention about common experiences as for example the Equal Opportunity;
- Supporting the town-twinning idea and disseminate best practices in tow-twinning in Europe.
The conference shall demonstrate that the strong experience of twinning municipalities concerning the youth people, the women, the disables may be the right way to measure the capacity to follow up the principles of equal opportunities for all. for increasing the value of this event, we have thought to involve also experts able to collect and summarizing the exchange of experiences, and publishing a final booklet of it.
The Twinning municipalities involved have already a tradition of contacts and partneship from different years. But concerning the Equal Opportunities properly in the last years have begun to develop a series of actions concerning this thematic subject. In particular the Italian Municipalities thank to the sustain of Region of Venice have realized a series of activities, seminars, worksop about the perspective of an effective pursuing of Equal Opportunity, especially on the Public Administration and Making Policy. More, taking as stimulating element the Declared Year of Equal Opportunity for 2007, Italian Twinned Municipalities want to give their experience to exchange with twinned partners from Europe.
Beginning from the Town-Twinning experience, the participants to the Thematic Conference at Polesella (Italy) shall be able to show and demostrate as the Local Municipalities, in seen of European Year of Equal Opportunities for All(2007), are able to sustain and supporting the talks about an effective principle of Gender Equality, with the examples of Elected Women. From this point of view wider importance shall be the Follow up/evaluation Phase where the partners and participants from the experience of Town-Twinning Activity are trying to implement Policies and Rules concerning his Thematic Subjec of so importance on Lisbona European Union Strategy
